The "This program can't start because cxlibw-5.0.dll is missing" Error

Sometimes when running an application that uses the Crystal Reports Redistributable Runtime Library, the application may fail to load and throw this error to you"This program can't start because cxlibw-5.0.dll is missing"This error looks very mysterious and can be downright scary since it prevents the application from starting up.
